2024-2025 CBA Reopener Highlights

We are pleased to announce that we have finalized the 2024-2025 reopeners for the 2022-2025 District/PFF Collective Bargaining Agreement—our faculty contract. 🎉
Now it’s time for the ratification vote! PFF members have the right to vote on the negotiated changes. Once ratified, the changes will go to the Governing Board for final approval. The vote will be open Monday, December 8th, and will close on Monday, December 15th at midnight.

Article 4 & Appendix B
Though this was sunshined by the District, they were unprepared to present a proposal this round of negotiations.
Article 12 Chairs & Directors
Highlights:
There was some pressure from the District to replace the following language: “Summer Duties (for the time period between Commencement and Plenary) and Winter Duties (for the time period between January 2 and the start of Spring semester)” and to instead tie these periods to the academic calendar. We are pleased to report that we successfully preserved the original language, which provides clear and consistent delineation of the summer and winter periods. This language continues to be protected from annual renegotiations tied to changes in the academic calendar.
We continued to advocate for reassigned time for discipline leads. While the District understood this request, they noted that these positions would be better served in Appendix F. We plan to include these in our proposal for Appendix F in the 3-year contract.
The final piece to Article 12 is the adjustment to the stipends for SLO facilitators and SLO duties. We were able to successfully advocate for an increase to SLO stipends to account for the increased SLO workload associated with PLOs, CLOs, SAOs, and ILOs.
Article 15 Compensation
The District presented their counterproposal with a clear message: no ongoing funds beyond the 1.07% COLA for 24-25. While we are disappointed, it is in our best interest to close out 24-25 and begin negotiations on Article 15 for the three-year contract immediately. We will continue to advocate for a raise beyond COLA in future contracts.
Highlights include:
24-25 COLA of 1.07%.
Language to codify the Office Hours parity for part-time faculty for the 24-25 academic year.
Review process for CTE/Vocational certifications - as we navigate the new changes for salary grade advancement for CTE/vocational employees, we found the need for a review process to set precedent for different industries.
Per the District’s request, we separated some of our asks into separate MOUs: funding for increased part-time representation in Senate and accessibility remediation, both of which are still being negotiated. We expect to have more answers for these MOUs on December 18th.
Article 16 Benefits
Benefit Options will remain status quo for 25-26 with a few exceptions we shared over the summer:
Kaiser HDHP deductibles are increasing, so the District incentive will be increasing as well: Single: $3,500; 2-Party and Family: $7,000.
Anthem PPO employee monthly contributions will be increasing: Single: $226; 2-Party: $445; Family: $627.
Previously, missed benefit contributions were taken in full from your next paycheck; now, unpaid medical deductions will be spread out (1.5x your normal monthly deduction until caught up), while dental and vision deductions will still be collected in full from the next paycheck.
We proposed language that would allow part-time faculty to average their loads across the Fall and Spring semesters to meet part-time healthcare eligibility requirements but will need to review this further in future proposals.
We also proposed language for emeritus faculty to maintain access to Office 365 and Adobe. The District did not agree to this at this time, but we will continue to advocate for emeritus privileges.
The final piece to our negotiations for Article 16 involved overlapping coverage. The District confirmed that no faculty would be negatively impacted by clarifying language around overlapping coverage.
Article 20 Working Conditions
Highlights include:
An enormous amount of work cleaning up the PN contract language and process to align credit and noncredit PN, to clarify ranking process, and better outline responsibilities in the process.
Perhaps the most important change in Article 20 is the inclusion of the following line: “Pursuant to AB 2370, any faculty member for any Palomar College assignment shall be a person.” We will continue to look for ways throughout the contract to protect the importance of our work in the age of AI.
Appendix E Benefits
The District agreed to our proposal to separate the Medical Benefits Options table into Appendix E so that it can be adjusted each year regardless of the timeline for reopeners.
