Negotiations Update 8 April 2026

Negotiations continue to move slowly. At this session, we expressed concern over the District’s delayed responses as well as their lack of willingness to negotiate important issues.
3-year Contract Status:
Sunshined - Officially opened articles up for negotiation on 1-13-26.
Article 15 - PFF presented on 2-4-26. No counter from the District yet.
Article 8 - The District presented on 3-5-26. The proposal was shared with PFF on 4-7-26.
Article 11 - PFF presented on 4-8-26.
📌 Article 11 Personnel Files
PFF presented our proposal for Article 11 to include language in the event that a dean is unavailable to complete 11.3 as well as language for notifying faculty of Public Records Act requests.
Discussion
Article 8 - PFF asked a few clarifying questions about the District’s proposal. We shared that PFF would have been ready to counter, but we were given the proposal yesterday (less than 24 hours before our negotiations meeting).
MOU_Program Revitalization Lead - Despite what appeared to be an agreeable reception by the District at the last meeting, the District maintained that they are not interested in allocating reassigned time for revitalization work. We will continue to advocate for this important work in other areas of the contract.
MOU_Baccalaurate Workload - The District was not prepared to counter for this MOU and will wait for interim VPI Smiley before countering.
Calendar Changes - The District proposed changing our calendar to honor Farmworkers Day instead of César Chavez Day. Based on feedback from faculty, PFF agreed to this change.
Part-time Faculty Compensation - The District indicated a desire to “clarify” CBA language to assert that part-time hourly pay has always included compensation for prep and grading. PFF rejected this proposition outright, noting that we have long advocated for such compensation precisely because such work has never been compensated.
Reassigned Time - The District informed us that given that we aren’t getting new money from the state, they would be looking at cuts, including reducing reassigned time areas, and want to have collaborative conversations about areas of overlap. The goal would not be to reduce student services but to evaluate workload to ensure there is a clear understanding where areas overlap. PFF shared that if the District is looking for budget cuts by potentially reducing reassigned time, we should be equally looking at budgets dedicated to administration. The District ensured that these conversations would be held with all constituency groups.
PN Lists - With recent changes to Article 20 about base load for PN lists, the District has been working with us closely to make sure the lists are accurate.
Middle College & AP 5011 - PFF shared concerns brought by faculty around teaching courses without knowing they were designated middle college with many students under the age of 16. When faculty brought this to the Office of Early College Credit, the concerns were dismissed and blame was placed on chairs for not informing the faculty at the time of assignment. PFF expressed our concern over growing dual enrollment without supporting faculty along the way.
Shredding Event Updates - The District is working with our previous partner on hosting a shredding event. They will update us when we know more.
Chair Reassigned Time - In order to move forward with accurate reassigned time calculations for chairs per Article 12 language, PFF brought some specific questions about the past adjustments. The District assured us that the chair reassigned time amounts had been adjusted accordingly every even year as outlined in Article 12.8.
Umoja Coordinator - The District shared plans to look at how the classified and faculty coordinator positions would interface to ensure there would be no overlap.
Manager of Athletics/Head Coach, Football Position - PFF expressed concern over the title of this position as manager of athletics doesn’t reflect the language in the MOU. The District shared that they used Southwestern’s position as a model: Manager, athletics program. The District ensured that this position would be designated for football programs only.
Body-Worn Cameras - The District shared their interest in allowing our campus police to wear cameras, which they are currently negotiating with CCE. PFF expressed the need to negotiate the impact of this change. It was unclear if ASG had been informed or if student feedback had been collected.
