This is a special negotiations session we added to finalize a few time-sensitive agreements. This session was via Zoom and focused on our final stages of Article 12 and 20 as well as MOUs expiring in Spring 2025.

Agenda
1. MOU Extensions
MOU_Office Hours Parity extension
MOU_AB 1705 Coordinators extension
MOU_Large Class Stipend extension
MOU_Water Tech Expansion extension
At our last meeting, PFF presented extensions for the first three MOUs set to expire Spring 2025. At this meeting, we presented the fourth MOU. The District understands the importance and value of all four of these MOUs. They requested time to discuss these MOUs with the governing board and would respond via email after July 8th.
2. Article 12 Counter (PFF)
The District presented their 4th counter proposal to Article 12. The focus in these final stages have been the adjustments to SLO facilitator duties, specifically language around Dean access to assessments. The District maintains that Deans need access to the assessments in order to verify SLO completion and that the increase in facilitator stipends can be renegotiated. After caucusing, PFF presented our 4th counter proposal striking language allowing Dean access to assessments. If Deans cannot verify that SLOs have been completed, there needs to be a technical solution in the reporting. PFF noted that this is a sticking point and if we can’t reach an agreement, we would be willing to withdraw all the work that has been done on 12.10. The District expressed the need to take this back and will respond at our next meeting in August.
3. ✅ Article 20 Agreed! (PFF)
The District reviewed our proposal from our last negotiations session and has agreed 🎉
Highlights for the 24-25 Article 20 reopener include:
An enormous amount of work cleaning up the PN contract language and process to align credit and noncredit PN, to clarify ranking process, and better outline responsibilities in the process.
Perhaps the most important change in Article 20 is the inclusion of the following line:“Pursuant to AB 2370, any faculty member for any Palomar College assignment shall be a person.” We will continue to look for ways throughout the contract to protect the importance of our work in the age of AI.

1. Summer Schedule
We once again asked for dedicated negotiation sessions for Dual Enrollment and for Class Caps, both of which will require VP Recalde to attend.
2. VPFAS Forums
VP Pedroza reminded us and asked us to remind our members that the recordings of the VPFSA public forums are available and feedback is requested:
