Negotiations Update 13 November 2025 & 2 December 2025

This update will cover two meetings where we finalized the last article in our 24-25 reopeners, presented new MOUs to address issues not resolved in the reopeners, assisted the District in reconciling their calendar proposal, and signed off on MOUs.
Action:
✅ Article 15 Counterproposal #2 (District)
The District presented their counterproposal with a clear message: beyond the 1.07% COLA for 24-25, no ongoing funds for 24-25. We were able to add some clarification language throughout including the language around Office Hours parity. Additionally, in order to help navigate the changes around vocational salary credits, we agreed on a review process to set precedent for different industries. We will continue to advocate for a raise beyond COLA in future contracts. While we are disappointed, it is in our best interest to close out 24-25 and begin negotiations on Article 15 for the three-year contract immediately.
Per the District’s request and in keeping with our best interests, we separated some of our asks in 15 into separate MOUs: funding for increased part-time representation in Senate and accessibility remediation, both of which are still being negotiated and are described below. We expect to have more answers for these MOUs on December 18th.
📌MOU_PT Senate Representation
There have been conversations in Faculty Senate about increasing funding for part-time representation, but Senate wants to ensure any additional seats would be paid seats. PFF has advocated for an increase in the number of seats, but the District has been reluctant given that Senate has only agreed on 4 seats. To get ahead of this chicken-and-egg situation, PFF has proposed an MOU to increase the number of seats pending Faculty Senate approval. Faculty Senate is the only committee whose part-time representation is restricted by the CBA rather than determined through our shared governance process, and this is a limitation we are working to resolve. Hopefully, this MOU will take a step in the right direction. We expect a counter from the District on 12-18-25.
📌MOU_Accessibility Remediation
PFF presented our initial proposal for accessibility on August 7th, 2025. The District has been slow to negotiate. While our initial proposal included stipends for all faculty engaging in accessibility remediation, the District has been focused on compensating part-time faculty only. We have continued to advocate for all faculty, and are now focused on all faculty without prep pay (part-time faculty and full-time overload) to receive compensation for accessibility remediation. We expect a counter from the District on 12-18-25.
✅ MOU_ECELS MTOSA (Master Teacher on Special Assignment)
The District presented an MOU for a pilot position in ECELS based on feedback from our ECELS members. Thank you to all who participated in the listening sessions! The pilot position provides a good solution to the problem while setting parameters to reevaluate after one year. We are pleased with this compromise and the participation of all involved.
✅ MOU_Nursing Class Cap
The District and PFF agreed on an out-of-cycle class cap adjustment for the Nursing Department to accommodate a slight restructure of smaller sections.
📌Calendars
As you know from these updates, the District initially proposed a 27-28 calendar in list form in order to meet accessibility standards. We requested that we follow other districts’ leads and provide both a visual calendar and a list calendar to accommodate the many different needs when viewing a calendar. The District brought a visual calendar and a list calendar to the table to review before sending to faculty for feedback. The calendars were inconsistent, so we spent time with the District reconciling the two calendars in order to share out accurate calendars for feedback. Once the calendars are edited, we will send out to you all for feedback before further negotiations.
