Your PFF Team came to negotiations prepared. We presented four (4) proposals at our first summer session and addressed a few other pending issues. The District presented zero (0) proposals and did not have any agenda items.Â
📌 Article 16 (Benefits) Counter Proposal #1 & Appendix E (PFF)
As you may remember, the District shared their initial proposal for Article 16 with the same concerning language as they included in Article 15: this proposal is contingent on PFF agreeing to no reopeners for Article 15 (Compensation) or Article 16 (Benefits) through 2027. We struck that language on our counter and made it clear to the District that we will not be negotiating future bargaining rights. We shared our support for the new healthcare PPO option. This new option would supplement existing plan offerings by introducing an additional PPO option with no deductible for employees seeking more predictable costs and earlier access to care. It would not replace or negatively impact any current options.Â
📌 Article 9 (Leaves) Counter Proposal #1 (PFF)
Initially, the District shared a proposal with expanded language in 9.12.16 around disciplinary action should a faculty member fail to complete their sabbatical project. We maintained that the current language suffices and were not open to expanded language. Per listening sessions, we also included language to address the following concerns:
Protections for Prioritization and Sabbatical Leaves in the event of Personal Necessity Leaves
An adjustment to the deadline for Spring reports to the Sabbatical Leave committee to allow for more time for review
The inclusion of Articulation work and Instructional Designer work where appropriate
A reduction in the notice required for load bank leave
📌 Proposed Article 28 (Dual Enrollment) Initial Proposal (PFF)
PFF and the District agreed on an MOU around Dual Enrollment in January with the intent to add it to our contract as a new article. We proposed the exact language from the MOU as a new Article 28. The District expressed concern over introducing this language as a standalone article and prefers to include pieces of the MOU throughout the CBA. PFF’s stance is that those teaching dual enrollment would be better served having all dual enrollment topics in one article for reference. We are also concerned that spreading the language out among multiple articles would make it more difficult to make necessary changes in the future. The MOU does not have an expiration date and will be in effect regardless of the District’s response to our proposal. Â
❌ MOU_Learning Outcomes Taskforce PT Seats
For context, PFF presented an MOU to compensate part-time faculty seats on a new shared governance taskforce connected to curriculum recommendations for the Spring 2027. The District declined to negotiate this MOU. They reiterated that any paid part-time seats should be represented in 15.6 and any additional funding was unaccounted for. PFF included language to expand 15.6 in our initial proposal for Article 15 and will continue to advocate for better paid opportunities in shared governance. This is also a good reminder that 15.7 allows for Time & Effort reports (with preapproval from a Dean) to compensate for project-based or one-time work.Â
Discussion
Department Bylaws - At our last meeting, we once again agreed that department bylaws cannot supersede the contract. The District had shared that they would extend this message to impacted departments but has yet to do so.Â
CBA Posting - The most up to date CBA is ready to be posted on our HR website and printed. You can also find this version posted on our PFF website. Look for printed copies in our PFF office (MD-330).
The District assured us they would be prepared with agenda items at our next meeting. We hope to continue working our way through the sunshined articles this summer. Our remaining summer meetings will be:Â
