Negotiations Update 27 October 2026

We’re keeping the pressure on. Strong contracts take work, and they take all of us. Your PFF Negotiations Team continues to bring the energy and preparation to negotiations as we advocate for support, compensation, and protections.

We’re doing the work at the table and building the power behind it. Here is the latest on where we stand and what comes next!

📌 MOU CAI Project Lead & MOU MIL Coordinator (District)

  • The District shared a proposal for a grant-funded position for a faculty member to serve as the CAI Project Lead for the Military Implementation Grant: Training and Development Apprenticeship beginning Spring 2027 through June 30, 2029.

  • The District also shared a proposal to restructure the pay for the Military Leadership Program Coordinator to be reassigned time instead of an additional stipend temporarily in order to support changes in the program.

  • PFF will respond to these proposals based on feedback from the impacted faculty. We expect to counter at our next negotiations session.

📌 MOU Reading Specialist (District)

  • As you may remember, PFF has been advocating for institutional support to implement the revitalization plans for the first program to participate in a revitalization plan per AP 4021. We’ve discussed it with the District many, many, many, many times. Despite presenting different options for support including reassigned time, innovative workload adjustments, more appropriate workload factors for impacted classes, and more, the District announced that they were not interested in exploring this latest pilot proposal. PFF raised the question on whether there is genuine interest in revitalization efforts and growth or if this section of AP 4021 is merely a performative checkbox. PFF does not have this attitude and will continue to advocate for institutional support to implement AP 4021.

📌 Appendix F & Distance Education Coordinator (PFF)

  • Based on feedback from faculty, PFF presented our initial proposal for Appendix F including adjustments to a few existing positions and renewed requests for additional reassigned time. We came prepared with rationale and documentation to support our proposals, and we hope the District recognizes the value of these requests and the work they support.

  • Specifically, one of PFF’s proposals was to increase reassigned time and summer stipend hours for the Distance Education Coordinator to reflect the growing workload associated with online learning. The District countered by proposing a new permanent DE Coordinator position to be removed from Appendix F and Faculty Senate. There are many considerations to a change like this, and PFF will be gathering feedback before countering.

📌 TERB Noninstructional Forms Coaches’ Addendum (PFF)

  • PFF presented the adjustments made in collaboration with the TERB and coaches to the Coaches’ Addendum for the Noninstructional Forms. The District shared with their team and noted that they would be prepared to counter at our next meeting, so that TERB can finally move forward with the new noninstructional forms.

📌 MOU AB 65 Implementation (PFF)

  • As you read in our last update, PFF has been actively advocating for the implementation of the new paid PDL as well as parameters around any unused funds to ensure they are spent on employees instead of padding our reserves. The District countered with positive implementation language but rejected our language to ensure additional funds go to employees. We prepared a counter with a unique idea to use the unused funds for a fund that could be used to support paid paternity and family bonding leave. The District countered and once again rejected this language arguing that the board would be opposed to limitations around the unused funds. After caucus, we were able to counter once more with language protecting those unused funds from being spent until after the fiscal year has ended and the parties negotiate appropriate use of the funds.

📌 MOU Public Safety/EME Academies (PFF)

  • As noted in our last update, the MOU provided by the District was framed as part of the solution. The rest of the solution would rely on curricular changes that would allow for more adjunct shifts to avoid the complication of part-time faculty working as both instructors and STH though the duties overlap significantly. After many conversations with faculty in the areas impacted, PFF countered with two categories of Academy Skills Assistant Instructors to account for those who have been hired by the department and work in instructor capacities as well as a more appropriate rate for both categories.

Discussion

  • Returning PT Retirees - The discussion focused on rehire paperwork requirements for retired part-time faculty. The District explained that the new PeopleAdmin application and retirement questionnaire are generally required because retirement changes employment status, but records such as transcripts can be provided rather than re-collected, and individual cases can be reviewed for unnecessary duplication.

  • Chair Stipend Error Updates - The District provided evidence of chair stipends to prove that stipends have accurately reflected COLA despite the error listed in the CBA. PFF will review to verify.

  • Sub Messaging - The District confirmed that any hours “made up” by faculty in the event of a reported absence with no sub would be compensated.

  • Bargaining Calendar Discussion - the parties discussed the timeline to close out the remaining articles noting that for the majority of our negotiations sessions this year, the District has shown up with just 1 or even 0 article or appendix proposals. At this rate, we will be pushing into another semester out of contract. The parties explored ways to expedite negotiations to avoid a PERB charge. The District committed to six specific articles and appendices at our next negotiations session.
